Special Report: Partners and Peers - Sexual and Dating Violence Among NYC Youth : New York Teens Victimized at Rate Nearly Twice National Average

Policy Statement: Unintended Pregnancy Act

Governor Pataki vetoed the Unintended Pregnancy Prevention Act on August 4, 2005. This bill would have allowed women 16 years of age and older to obtain emergency contraception in pharmacies.  Currently, 7 states have passed similar laws that allow victims of sexual assault access to over-the-counter emergency contraception.  The Alliance supports this legislation because of its positive affect on the physical and emotional recovery of rape victims by increasing the access women have to emergency contraception and increasing their control after a sexual assault.  

The Alliance will continue to support and advocate for legislation that allows victims of sexual assault victims to obtain emergency contraception over-the-counter.  Pharmacies in general are more accessible than hospitals and given that significantly low numbers of sexual assault victims that seek out medical care within 96 hours of their attack, over-the-counter prescriptions have an important role to play.  Of the sexual assault victims who report their crimes to the police 53% will receive medical treatment, but of the victims who do not report to the police, only 18% of victims will seek out medical services (U.S. Department of Justice, 2000).  Given the few number of women who visit hospitals for treatment after a rape it would be very beneficial for women to have alternate means of preventing a pregnancy that results from a sexual assault.
